CDX System Updated to Reflect New EU Regulations on Persistent Organic Pollutants (POPs)

To ensure full compliance with the latest European Union legal standards, the CDX system has been updated to reflect recent amendments to Regulation (EU) 2019/1021 on persistent organic pollutants. The platform now incorporates the specific requirements mandated by the following two updates:

Commission Delegated Regulation (EU) 2025/843: Addition of UV-328
This regulation adds the substance 2-(2H-benzotriazol-2-yl)-4,6-di-tert-pentylphenol (UV-328) to the list of restricted POPs in Annex I. To enforce this, the regulation establishes a phased reduction for the Unintentional Trace Contaminant (UTC) limit for UV-328 present in substances, mixtures, or articles:

  • From August 4, 2025, the limit will be 100 mg/kg (0.01% by weight).
  • From August 4, 2027, the limit will be reduced to 10 mg/kg (0.001% by weight).
  • From August 4, 2029, the final limit will be 1 mg/kg (0.0001% by weight).

CDX is now fully configured to support reporting based on these new phased thresholds.

Commission Delegated Regulation (EU) 2025/1399: Amendments for PFOA
This update amends the existing Annex I entry for perfluorooctanoic acid (PFOA), its salts, and PFOA-related compounds, primarily impacting firefighting foams. The key changes are:

  • The exemption for the use of PFOA-containing firefighting foams for Class B fires already installed in systems is extended to December 3, 2025.
  • For these existing foams, specific UTC limits are established and will apply until August 3, 2028:
    • 1 mg/kg for PFOA or any of its salts.
    • 10 mg/kg for any individual PFOA-related compound or a combination thereof.
  • A separate UTC limit of 10 mg/kg is set for the sum of PFOA, its salts, and PFOA-related compounds when present as contaminants in new fluorine-free foam used to replace the old ones after system cleaning.

These regulatory updates and their specific thresholds are now active in the CDX system to support accurate and compliant reporting.
