REACH SVHC Candidate List Updated

On June 25, 2025, the European Chemicals Agency (ECHA) has officially added three new substances to the REACH Substances of Very High Concern (SVHC) Candidate List. This update has immediate regulatory implications for companies manufacturing, importing, or selling products in the European Union. The newly added substances are detailed below, including their potential uses across various industries:

1,1,1,3,5,5,5-heptamethyl-3-[(trimethylsilyl)oxy]trisiloxane 241-867-7 17928-28-8 Very persistent, very bioaccumulative, vPvB (Article 57e) Primary Application: Primarily used as a chemical intermediate in the production of silicone polymers (resins, elastomers) or as an additive in specialty coatings.

Cross-Sector Use: The resulting silicone-based products are widely used in electronics for encapsulating circuits, in automotive for high-performance coatings and sealants, and in aerospace & defense for custom polymer formulations requiring thermal stability and durability.

The inclusion of these substances on the SVHC Candidate List triggers immediate legal obligations. Your company must now review its products and supply chains to ensure compliance with REACH.

Key responsibilities include:

  • Supply Chain Communication: Under REACH Article 33, you are required to inform your customers if any product contains these substances above a 0.1% weight-by-weight concentration. This communication must provide enough information to ensure safe use. This includes updating Safety Data Sheets (SDS) for any mixtures containing these substances.
  • SCIP Database Notification: Any article containing these SVHCs above the 0.1% threshold must be reported to ECHA's SCIP database. This is a mandatory step for maintaining product traceability and transparency.
  • Review of REACH Obligations: All companies using these substances must conduct a thorough review of their specific obligations under the REACH regulation to ensure full compliance.

To ensure compliance with the updated SVHC list, we advise CDX users to take the following steps:

 

  1. Analyze Your Existing Data: CDX has been updated to include these new substances. Use Where-used Analysis tool to review your existing Material Data Sheets (MDS), especially those with Full Material Disclosure (FMD), to quickly verify the presence of these substances.
  2. Contact Suppliers Where Necessary: For products that do not have FMD in the system, contact your suppliers to confirm whether the articles they provide contain any of the new SVHCs above the 0.1% threshold.
  3. Update Product Information: As you receive new information, update your product declarations and notifications within the CDX system to reflect your current compliance status.
