EU Tightens PFOS Limits Under POPs Regulation – CDX Platform Updated

December 09, 2025

The European Commission has implemented stricter controls on perfluorooctane sulfonic acid (PFOS) and its derivatives through Delegated Regulation (EU) 2025/718, which amends the Persistent Organic Pollutants (POPs) Regulation. The revised thresholds for unintentional trace contamination took effect on December 3, 2025.

Regulation (EU) 2025/718 reduces the permissible concentration limits to align PFOS controls with those established for PFOA:

  • PFOS and its salts: Maximum 0.025 mg/kg (0.0000025% by weight) in substances, mixtures, or articles
  • PFOS-related compounds: Maximum 1 mg/kg (0.0001% by weight) for the sum of all related compounds

The regulation also removes previous exemptions for PFOS use as a mist suppressant in hard chromium plating and eliminates specified analytical method requirements from Annex I of Regulation (EU) 2019/1021.

CDX Platform Update

Compliance Data eXchange (CDX) has released an updated version of the EU Persistent Organic Pollutants (PoP) module to reflect these revised thresholds. CDX users can access the updated PFOS parameters within the EU PoP substance inventory, ensuring that compliance assessments and documentation align with the new contamination limits effective December 3, 2025.
