EU Publishes First PPWR FAQ on Packaging and Packaging Waste
In March 2026, the European Commission's DG Environment published the first edition of an official FAQ document for Regulation (EU) 2025/40 on packaging and packaging waste. The PPWR entered into force on February 11, 2025 and its general application date is August 12, 2026, though a number of key obligations apply later according to a phased timeline.
The FAQ clarifies obligations across the full scope of the regulation, addressing definitions, recyclability, recycled content, compostability, packaging minimisation, labelling, manufacturer and importer obligations, empty space requirements, bans, reuse targets, extended producer responsibility, and deposit and return systems. Of note for supply chain and compliance teams: the obligation to place only compliant packaging on the market applies not just to manufacturers but also to importers and distributors. Manufacturers bear sole legal responsibility for packaging compliance and must issue an EU declaration of conformity, supported by documentation from their suppliers.
Key phased compliance dates to note:
• August 12, 2026 — general application date; PFAS prohibited in food contact packaging
• January 1, 2030 — all packaging must be recyclable; recycled content targets for plastic packaging apply; reuse targets and packaging minimisation requirements come into force; ban on certain single-use formats
• January 1, 2035 — waste prevention target of 10% reduction compared to 2018 levels
• January 1, 2040 — waste prevention target of 15% reduction
The FAQ is intended to complement the Commission's formal guidance document on the PPWR and is particularly useful for companies still mapping how the regulation applies to their specific packaging types, supply chain roles, and product categories.
