Parliament Adopts Resolution Paving Way for EU Product Act

October 21, 2025

On October 21, 2025, the European Parliament adopted a resolution titled "New legislative framework for products that is fit for the digital and sustainable transition." This resolution lays the groundwork for the upcoming EU Product Act, a key initiative scheduled for the European Commission's 2026 Work Plan.

Expanding the Digital Product Passport (DPP)
The resolution effectively serves as a strategic roadmap for the Commission, proposing the introduction of a horizontal Digital Product Passport (DPP) for all products sold in the EU, including second-hand goods. Key proposals include:

  •  Harmonized information requirements across product categories.
  •  Enhanced access rights for market surveillance, customs authorities, repairers, and refurbishers.
  • Replacement of traditional Declarations of Conformity (DoCs) with digital solutions.
  • Interoperability between the DPP registry and systems like the EU Safety Gate, market surveillance platforms, and the EU Customs Data Environment.

Further details on the resolution are available in the European Parliament's adopted text.
