REACH Annex XVII: New Restrictions Proposal on Carcinogens and Reproductive Toxicants

The European Commission has proposed a draft regulation amending Regulation (EC) No 1907/2006, which concerns the restriction of carcinogens, germ cell mutagens, and reproductive toxicants (CMR substances). This draft regulation aims to include several newly classified substances within the scope of entries 28 to 30 of Annex XVII to REACH, thereby restricting their market placement and use for supply to the general public.
The proposed changes come in response to the recent harmonized classification of these substances as CMR category 1A or 1B under Regulation (EC) No 1272/2008. The regulation will require that packaging for these substances be labeled as ¿restricted to professional users,¿ ensuring that consumers are informed about potential risks.
Additionally, the draft introduces a derogation for cumene in specific types of aviation fuels, such as kerosene and aviation gasoline, used in small airplanes flown by non-professional pilots.
The proposed regulation reflects the EU's ongoing commitment to enhancing public health and safety by controlling hazardous substances.
