Trump Administration's Regulatory Freeze

April 29, 2025

In January 2025, US President Trump issued a so-called freeze memorandum (Link), ordering a temporary freeze of all new federal regulations or those that have not yet come into force, subjecting them to review by the new government. If a rule has already been published but has not yet come into force, it will be postponed for 60 days. Consequently, effective dates of four chemicals regulations published between November 29 and December 31, 2024 have been delayed until March 21, 2025; including, for example, a rule under TSCA on Trichlorethylene (TCE) (Link). Currently the rule on TCE is under review and the effectiveness has been postponed for another 90 days until June 20, 2025.
