The EU Packaging and Packaging Waste Regulation (PPWR) (Regulation (EU) 2025/40) entered into force in February 2025, replacing 30 years of fragmented  national rules with a single, directly applicable framework across all 27 EU Member States.

On 12 August 2026, the first PPWR obligations become enforceable. Companies placing packaging on the EU market must demonstrate that substances of concern are minimised, heavy metal thresholds are met, and technical documentation under Annex VII is in place.
