UK REACH Adds Nine SVHC Entries to the Candidate List
The UK Health and Safety Executive (HSE) added nine substances and substance groups to the UK REACH Candidate List on 19 October 2026. The additions affect businesses supplying substances, mixtures and articles in Great Britain: England, Scotland and Wales.
Candidate List inclusion is not a ban, but it can trigger supply-chain communication and notification requirements. Companies should check whether the newly listed substances are present in their products and whether their existing supplier information covers the updated list.
Which substances have been added?
- Medium-chain chlorinated paraffins (MCCPs).
- 1,1'-[Ethane-1,2-diylbisoxy]bis[2,4,6-tribromobenzene] (BTBPE).
- Bis(4-chlorophenyl) sulphone (BCPS).
- 2-tert-Butyl-6-(5-chloro-2H-benzotriazol-2-yl)-4-methylphenol (bumetrizole).
- Oligomerisation and alkylation reaction products of 2-phenylpropene and phenol (OAPP).
- Reaction mass of triphenylthiophosphate and tertiary butylated phenyl derivatives.
- O,O,O-Triphenyl phosphororthioate (TPPT).
- Perfluoroheptanoic acid and its salts.
- 4,4'-[2,2,2-Trifluoro-1-(trifluoromethyl)ethylidene]diphenol and its salts, also known as bisphenol AF and its salts.
What does this mean for suppliers?
Suppliers of articles containing a Candidate List substance above 0.1% by weight must provide business recipients with sufficient information to allow safe use, including at least the substance name. Consumers can also request this information, and suppliers must respond within 45 days.
The threshold applies to the relevant article, including an article incorporated into a more complex product. It should not simply be assessed against the total weight of an assembled product.
Producers and importers of articles may also need to notify HSE where the substance is present above 0.1% by weight and its total quantity in those articles exceeds one tonne per producer or importer per year, subject to the applicable exemptions. Separate safety data sheet and information requirements can apply to substances and mixtures.
Reviewing product data in CDX
UK REACH Candidat List is available as a regulatory list in CDX. Companies can use material composition data collected from suppliers to screen for listed SVHCs and assess whether concentrations exceed the 0.1% by weight threshold in the relevant article.
Where data is missing or incomplete, users can request additional material information from suppliers through CDX. Existing declarations should be checked for their scope and substance coverage, particularly if they were issued before the October additions.
Screening results depend on the completeness of the underlying data. Missing information is not confirmation that a substance is absent. Before assessing the nine new entries, users should also confirm that the UK REACH list version used for screening includes them.
Companies supplying both Great Britain and EU markets should assess the requirements of each system separately. Existing EU REACH composition data can support a UK assessment, but an EU compliance statement alone does not confirm compliance with UK REACH.
