ECHA Recommends Four Substances for REACH Authorisation List

On 18 November 2025 the European Chemicals Agency (ECHA) has recommended that the European Commission add four substances to the REACH Authorisation List to protect human health and the environment. The four substances recommended for inclusion in the REACH Authorisation List are:

  •  Barium diboron tetraoxide
  •  S-(tricyclo[5.2.1.0 2,6]deca-3-en-8(or 9)-yl) O-(isopropyl or isobutyl or 2-ethylhexyl) O-(isopropyl or isobutyl or 2-ethylhexyl) phosphorodithioate
  • Diphenyl(2,4,6-trimethylbenzoyl)phosphine oxide
  • Melamine

ECHA selected these substances from the Candidate List of Substances of Very High Concern (SVHC) following an agreed approach based on highest priority.

Once these substances are added to the Authorisation List by the European Commission, companies wishing to continue using them must apply for authorisation. The requirement to obtain authorisation applies to placing substances on the EEA market or using them after a specified date, unless an authorisation is granted for specific uses.

Next Steps

The Commission will now decide which substances are included in the Authorisation List and what conditions apply to each substance.
