EU Adds UV-328 to POPs Regulation with Staged Limits

On July 15, 2025, the European Commission published Commission Delegated Regulation (EU) 2025/843, officially adding the substance UV-328 to the list of regulated Persistent Organic Pollutants (POPs). The regulation, which became effective on August 4, 2025, establishes a phase-out plan with specific exemptions and decreasing concentration limits.

Key measures include temporary five-year exemptions for certain articles and longer exemptions for specific spare parts to allow for substitution. The regulation also sets staged Unintentional Trace Contaminant (UTC) limits for UV-328:

  • 100 mg/kg from August 4, 2025
  • 10 mg/kg from August 4, 2027
  • 1 mg/kg from August 4, 2029

What this means for business

Companies must now ensure their products comply with the new, decreasing concentration limits for UV-328. This requires careful management of supply chains and a clear strategy to phase out the substance in line with the established deadlines. Businesses using UV-328 under an exemption must also plan for its eventual substitution.
