Parliament Adopts Resolution Paving Way for EU Product Act
On October 21, 2025, the European Parliament adopted a resolution titled "New legislative framework for products that is fit for the digital and sustainable transition." This resolution lays the groundwork for the upcoming EU Product Act, a key initiative scheduled for the European Commission's 2026 Work Plan.
Expanding the Digital Product Passport (DPP)
The resolution effectively serves as a strategic roadmap for the Commission, proposing the introduction of a horizontal Digital Product Passport (DPP) for all products sold in the EU, including second-hand goods. Key proposals include:
- Harmonized information requirements across product categories.
- Enhanced access rights for market surveillance, customs authorities, repairers, and refurbishers.
- Replacement of traditional Declarations of Conformity (DoCs) with digital solutions.
- Interoperability between the DPP registry and systems like the EU Safety Gate, market surveillance platforms, and the EU Customs Data Environment.
