Taiwan PFAS Controls: Revised Proposal Points to January 2027

Juli 01, 2026

Taiwan is revising its proposed controls on per- and polyfluoroalkyl substances (PFAS). The updated proposal would designate 182 PFAS as chemical substances of concern, compared with 269 in the original draft published in August 2025. The proposed effective date is 1 January 2027, subject to final publication.

Designation as a chemical substance of concern does not automatically prohibit its use. Under Taiwan’s chemical management system, it allows the authorities to impose requirements on activities such as manufacture, import, sale, use and storage. For companies handling the listed PFAS, this could mean additional approval, recordkeeping and reporting duties, as well as changes to labels and safety data sheets.

Changes to the original proposal

The Chemical Substance Management Administration presented the revisions on 24 June 2026, following comments on the original draft. Alongside the shorter substance list, the revised proposal would increase the general control concentration threshold from 0.1% to 1% and adjust the labelling requirements and exemptions.

The substance list and concentration threshold need to be considered together when checking whether a chemical or mixture would fall within the controls. The proposal should not be read as applying to every PFAS-containing product.

Proposed implementation dates

The revised timetable provides for the controls to take effect on 1 January 2027, with a transition period until 1 January 2029 for specified approval, labelling and safety data sheet requirements.

These are proposed dates, not confirmed deadlines. The final measure will determine the substances, activities and exemptions covered, as well as the timing of each obligation.

Companies manufacturing, importing or handling PFAS chemicals in Taiwan should check the revised list against their substance and mixture portfolios. In particular, suppliers may need to confirm chemical identities and concentrations before they can determine whether the proposed controls would apply.
