2024-11-18 - CDX System Update: New SVHC Added to Candidate List - CDX Web
News
The Compliance Data Exchange (CDX) system has recently been updated to reflect the latest addition to the European Chemicals Agency (ECHA) Candidate List of Substances of Very High Concern (SVHC).
This update follows ECHA's announcement on November 7, 2024, which introduced Triphenyl Phosphate (TPP or TPHP), with the following identifiers:
- EC Number: 204-112-2
- CAS Number: 115-86-6
This substance has been recognized for its endocrine-disrupting properties, affecting the environment. Triphenyl Phosphate is widely used in various industries as a flame retardant and plasticizer, commonly found in electrical and automotive components, celluloid, polymer formulations, adhesives, and sealants.
With this addition, the SVHC Candidate List now encompasses 242 entries, representing chemicals that potentially pose risks to human health or the environment.
Key Considerations for CDX Users
The inclusion of Triphenyl Phosphate in the SVHC list has several implications for companies:
- Reporting and Declaration: This substance is now available in CDX for data collection and analysis purposes.
- REACH Obligations: Companies using this substance in their products or supply chains must review their obligations under the REACH regulation.
- Information Provision: According to Article 33 of REACH, suppliers of articles containing Triphenyl Phosphate above 0.1% weight by weight must inform their customers about its presence and provide safe use information.
- ECHA Notification: Importers and producers of articles have until May 7, 2025 (six months from the inclusion date) to notify ECHA if their articles contain this substance.
- Safety Data Sheet Updates: Safety Data Sheets for mixtures containing Triphenyl Phosphate should be updated accordingly.
- SCIP Database Notification: Companies must submit a notification to the SCIP database for articles containing this substance.
Next Steps
To ensure compliance with the updated SVHC list, we recommend that all CDX users:
Review existing Material Data Sheets (MDS), especially those with Full Material Disclosure (FMD), to verify the presence of Triphenyl Phosphate (TPP or TPHP). For products without FMD, contact suppliers to confirm whether articles provided contain Triphenyl Phosphate above 0.1% weight by weight.
As regulatory requirements continue to evolve, the CDX Team remains dedicated to enhancing our system to meet these changes. We will continue to provide updates as we work toward delivering comprehensive compliance solutions for our users. Stay tuned!
