2024-07-31 - Heavy Equipment Declarable Substances List (HEDSL) Now Available in CDX

We are thrilled to announce that the Heavy Equipment Declarable Substances List (HEDSL) is now fully integrated into the Compliance Data Exchange (CDX) system. Developed by the HEDSL Committee, part of the Association of Equipment Manufacturers (AEM), this integration represents a significant milestone in our commitment to enhancing regulatory compliance within the heavy equipment industry.

Streamlining Chemical Reporting

The HEDSL provides a standardized framework for chemical substance reporting, simplifying data collection across the sector. By adopting a single list of known chemicals of concern, complete with established threshold limits and clear justifications, HEDSL aims to streamline the reporting process and reduce the regulatory burden faced by manufacturers and suppliers. This initiative not only simplifies compliance but also educates the supply chain on the regulatory needs of their customers.

Learning from Industry Leaders

The HEDSL initiative draws inspiration from successful models in other industries, such as the Global Automotive Declarable Substance List (GADSL) and the Aerospace and Defense Declarable Substance List (AD-DSL). Recognizing the high percentage of supply chain overlap between on-road and off-road vehicle suppliers, HEDSL leverages the efforts of the Global Automotive Stakeholders Group (GASG) in developing the GADSL. Notably, over 90% of the HEDSL shares common declarable/prohibited substances with GADSL as reported in IMDS.

DXC's Involvement and Commitment

DXC has been actively involved with the HEDSL formation since its inception and remains a key player in the HEDSL committee, with several active members, including the committee co-chair. This involvement ensures that CDX is well-aligned with the needs of the heavy equipment industry.

Commitment to Continuous Improvement

The HEDSL Committee is committed to regularly reviewing global chemical regulations and assessing potential risks to the non-road industry. This ongoing effort ensures that the HEDSL remains relevant and accurate, adapting to the ever-evolving regulatory landscape.

Benefits of CDX Integration

The integration of HEDSL into CDX offers several advantages:

  • Harmonization and simplification of data collection efforts across the industry
  • Adoption of a unified list of known chemicals of concern with agreed-upon threshold limits
  • Streamlined reporting process, reducing the regulatory burden on the entire supply chain
  • Enhanced education for stakeholders about the regulatory requirements of their customers
