Draft Exemptions for Plastic Wrappings and Straps

The Commission has introduced a draft delegated act under the Packaging and Packaging Waste Regulation (PPWR) to establish specific exemptions from reuse obligations for certain transport packaging materials. The proposal specifically targets plastic wrappings and straps used to secure goods during transport, recognizing that reuse requirements for these specific items may often be technically or economically impractical.
By allowing targeted exemptions, the Commission aims to ensure that circularity requirements do not inadvertently disrupt essential transport functions. Stakeholders were invited to provide feedback on the proposal, with the comment period closing on January 9, 2026.
